The image collection device comprises an image collector, a plurality of flash lamps, a shielding cover and a transparent component, wherein a shooting cavity is formed by enclosing of the shielding cover and the transparent component; the image collector is arranged in the shooting cavity and is toward the transparent component; the plurality of flash lamps are located outside the shooting cavity and send out light to the inside of the shooting cavity through light holes in a plurality of positions on the shielding cover separately; and the light emitted from the plurality of flash lamps is intersected and then irradiates to the transparent component. Correspondingly, the embodiment of the invention further provides the electronic equipment. According to the image collection device and the electronic equipment, a clear image can be obtained while positioning of a subject is ensured, and the influence of the glare effect can be reduced.
