The invention discloses a system and method for utilizing waste heat of a biomass energy internal combustion engine. The system comprises a condenser, an internal combustion engine waste heat recovery part, a heat exchanger, an oil pump, a heat cavity, an oil storage tank and a piston; the internal combustion engine waste heat recovery part is connected with a heat conduction medium inlet of the heat exchanger; an oil outlet of the oil pump is connected with a heated medium inlet of the heat exchanger; and a heated medium outlet of the heat exchanger is connected with an inlet of the heat cavity. The method comprises the following steps: (1) under the condition that the piston is positioned at a top dead center, organic liquid exchanges heat with waste heat to change from a liquid state to a gas state; (2) the gas-state organic liquid enters the heat cavity and pushes the piston to move towards a bottom dead center; (3) when the piston reaches the bottom dead center, an intake valve and an exhaust valve are both closed; (4) as the pressure in the heat cavity is reduced, atmospheric pressure pushes the piston to move towards the top dead center to enable the piston to reach the top dead center; and (5) the steps (1), (2), (3) and (4) are repeated in sequence. Full utilization of the waste heat of the internal combustion engine is realized, the energy utilization rate of the internal combustion engine is increased, and the energy consumption is reduced.
