The base station receives identification information of a cell in which a group call is established, wherein the identification information is sent by the base station in which the group call is established. The identification information is stored in a group call cell list. The method comprises the steps of receiving signal quality information of adjacent cells reported by a cluster terminal; selecting the cell in which the group call is established and / or the cell with the highest signal quality from the adjacent cells as a target group call cell according to the group call cell list and the signal quality information of the adjacent cells; and sending a group call cell switching instruction containing the target group call cell information to the cluster terminal, thereby enabling the cluster terminal to switch to the target group call cell.
