The invention discloses a system for implementing mobile communication based on a WCDMA (Wideband Code Division Multiple Access) core network and a terminal access method. The system comprises a wireless access network, a service GPRS (General Packet Radio Service) node (SGSN Serving GPRS Supporting Node), a gateway GPRS node (GGSN Gateway GPRS Supporting Node), and an identity location register (ILR) connected with the SGSN and/or the GGSN, wherein the GGSN is used for maintaining the session connection of a terminal, allocating an RID (Radio Identifier) to the terminal, directly or indirectly inquiring the RID of a communication end to the ILR, maintaining Access Identifiers (AID) and RID mapping information of the terminal and the communication end, implementing the routing and forwarding of data messages and controlling the cross-GGSN switching of the terminal; the SGSN or the GGSN is used for registering and deregistering the RID of the terminal to the ILR; and the ILR is used for receiving a registering request and a deregistering request to a home subscriber terminal thereof, maintaining AID-RID mapping information of the home subscriber terminal, receiving an inquiry request to the RID of the terminal and returning the RID in the request, corresponding to the AID of the terminal, to an inquiry requester.
