Meanwhile, the invention also discloses a relay system's an overload control system for realizing the method. The overload control system includes an RN, a DeNB and UE. More specifically, the DeNB is used for unloading the UE with access to the RN according to an unloading strategy configured by the DeNB itself after receiving of an RN unloading message sent by a network side. According to the invention, it can be ensured that services of some UE with high-priority services or high-priority users will not be interrupted; and thus service continuity of the UE accessed by an RN is ensured to the greatest extent. Moreover, the system and the method can be realized without need to carry out major changes on a current communication system, thereby ensuring convenience of realization of the provided technical scheme.
