A single-path routing protocol, a multi-path routing protocol and a resource scarcity algorithm are combined to solve a problem that the end-to-end cannot establish the complete communication line and has to realize the data best-effort transmission due to the high speed of the node and the long delay of the link in a wireless self-organized network. The method comprises the following steps: establishing a high-speed motion chain-like topology communication model and a three-section intermittent segmentation topology communication model, putting forward a method for realizing routing control management by using three-layer routing layers under a situation that two data link layers are in intermittent connection, and designing a storage-forwarding strategy, a greedy connection strategy, a resource releasing strategy, a multi-path parallel transmission strategy and a resource scarcity preference strategy and other feasible programs, and a design scheme and realization method of a best-effort transmission mechanism on a hardware platform on the basis of above-mentioned operations.
