The apparatus is composed of an upper-closing type power taking device, a transmission mechanism, an opening-closing conductive device, a down-falling protection cover, and an electrical control system. The transmission mechanism is arranged on a platform at the side of a tower body. One end of the opening-closing conductive device is connected with a flange plate at the output end of the transmission mechanism and the other end is provided with an adjustable contact. The upper-closing type power taking device is installed a jumper overhanging wire clamp of an insulator jumper string and a plurality of hinging type wire clamps of the upper-closing type power taking device are connected with split wires respectively. The down-falling protection cover is installed on the platform at the outer side of the tower body and is arranged below the transmission mechanism. The electrical control system controls opening or closing of the opening-closing conductive device.
