The impregnating agent is prepared from a coupling agent, a lubricant, a film forming agent, a PH value modifier and deionized water, wherein the film forming agent is a mixture of a polyester emulsion, a polyurethane emulsion and a polyvinyl acetate emulsion, and the percentage of the mass usage amount of each component accounting for the total mass of the impregnating agent is expressed as follows: 0.5-10% of the coupling agent, 0.1-5% of a lubricant A, 0.2-6% of a lubricant B, 0.5-10% of a film forming agent A, 2-20% of a film forming agent B, 5-30% of a film forming agent C, 0.01-8% of the pH value modifier and the balance of the deionized water. According to the impregnating agent provided by the invention, the produced pipeline chopped yarn has good choppability and dispersibility; no static electricity exists, and broken filaments are less; the soaking is quick; and the impregnating agent has good mechanical properties, and is well combined with unsaturated polyester resin (UP) and vinyl ester resin (VE), and suitable for pipelines, double-walled tanks and the like.
