The invention provides a cotton low-temperature regulator and a preparation method and use method thereof. 24-epibrassinolide in a cotton low-temperature regulator can help to improve the low-temperature resistance of the cotton seedling. Under dissolution action of ethanol, the 24-epibrassinolide and azone are fully dissolved in water so that the components in the form of a solution can be absorbed by cotton seedlings. The azone can be used as a penetrant and can promote cotton leaf absorption with the low-temperature regulator. Other components such as 24-epibrassinolide can permeate into the cotton leaves. The 24-epibrassinolide, Tween and organosilicone produce synergism to improve the effects of the low-temperature regulator so that the low-temperature resistance of the cotton seedlings is improved.
