For each shunting regulation circuit, the working condition of a regulating tube is controlled bythe comparison result between a signal MEA and the original reference signal, and the working condition of a protecting tube is controlled by the comparison result between the signal MEA and the new reference signal. When the system works normally, the protecting tubes of the n shunting regulation circuits are all in the conducting state, the shunting regulation function of each shunting regulation circuit is realized by the corresponding regulating tube. According to the load power demand, the n shunting regulation circuits supply power for the load(s) depending on a sequential shunting regulation control mode; and when the regulating tube of a certain shunting regulation circuit has a short circuit fault, the shunting regulation function of the shunting regulation circuit is realized bythe corresponding protecting tube, and the shunting regulation sequence of the shunting regulation circuit is automatically regulated to the last grade.
