The method comprises the following steps of: assembling the buoy on a boat and then making the buoy enter a normalworking state; making a sensor mounted on the buoy have real-time communication with a buoy controller; vulcanizing an ICC steel cable and a plastic-coated steel cable interface; carrying out total-water-depth vertical section CTD field observation at a preset buoy position so as to finish preparation before arrangement; determining the final actual buoy arrangement point position according to the seabed conditions and water depth close to the preset buoy position; determining the sailing route based on against-wind and against-flow sailing arrangement rules according to the actual buoy arrangement point position, the arrangement field air flow environment, the predicted operation time and the preset sailing speed; lifting the buoy body from the start point of the sailing route, and starting the boat at a first-grade speed against the air flow synthetic direction; and sequentially putting the steel cable, a nylon rope, a glass floating ball and a releaser into water until an anchor block is lifted at the end point of the sailing route so as to end arrangement of the buoy.
