The invention discloses a method for breeding seeds and seedlings of hemp with high content of cannabidiol (CBD). The breeding method includes: (1) selection of parents of hemp with high-content CBD:using hemp seeds with a CBD content larger than 1% as a male parent, and adopting dioecious hemp DMG 245 with a CBD-to-THC ratio higher than 5 as a female parent; and (2) breeding of a high-CBD hemp strain: performing hybridization on the selected parents so as to obtain an F1 generation, performing selfing of the F1 generation so as to obtain an F2 generation, selecting single plants with a CBD content of 1.5% or above from the F2 generation, performing backcross on the single plants and the DMG 245 female parent so as to obtain an F3 generation, performing selfing on the F3 generation so asto obtain an F4 generation, selecting the single plants with a CBD content of 1.5% or above from the F4 generation, performing backcross on the single plants and the DMG 245 female parent so as to obtain an F5 generation, and performing selfing on the F5 generation so as to obtain an F6 generation which is the hemp strain with a CBD content of 1.5% or above.
