The method comprises the steps of: building a system model, determining a constraintcondition which should be satisfied by unmanned aerial vehicle communication quality optimization, wherein the constraint condition comprises a constraint condition of unmanned aerial vehicle line-of-sight communication; setting a sight distance link probability to be greater than a preset threshold value; and according to the constraint conditions, optimizing any one or more of unmanned aerial vehicle transmitting power, user association and scheduling and an unmanned aerial vehicle track, so that the minimum data rate of all the Internet-of-Things devices is maximized (equivalently, the minimum throughput of all the Internet-of-Things devices is improved to the maximum extent, and the communication quality is improved).
