The heat loss rate of the anti-freezing heating part of the water heater is obtained; the anti-freezing heating partwith the size corresponding to the heat loss rate is selected according to the heat loss rate; and the selected anti-freezing heating part is arranged on the pipeline and located in the shell. Due tothe fact that the anti-freezing heating part is selected according to the heat loss rate, and the size of the anti-freezing heating part and the heat loss rate are in a positive correlation relation,when the heat loss rate of the water heater is large, the anti-freezing heating part with a large size is correspondingly selected, it is guaranteed that the anti-freezing heating part can overcome heat loss and meanwhile guarantee heating of the pipeline, and the anti-freezing effect is guaranteed; and when the heat loss of the water heater is small, the anti-freezing heating part with a small size can be correspondingly selected, and the cost increase caused by overlarge size of the anti-freezing heating part is avoided.
