The device comprises a hoop structure, the hoop structure comprises a plurality of seam shielding plates which are used for shielding a seam and are connected end to end, each seam shielding plate is provided with a head end and a tail end which are opposite, the head end is connected with a connecting plug, a sliding groove is formed in the inner side of the tail end, the inserting heads are arranged in the sliding grooves in the tail ends of the adjacent seam shielding plates in a sliding mode, a plurality of lock holes are formed in the tail ends, and the lock holes are formed in the length directions of the seam shielding plates at intervals of 50 mm; elastic caulking strips which are used for blocking the seam opening of the seam, and the seam shielding plate is mounted on the inner side of each seam shielding plate; and a lock rod which is elastically mounted at the head end and is movably inserted into one lock hole so as to lock the adjacent seam shielding plate.
