The present invention relates to a conversation control system and method for access network which has no relationship with business, the system mainly comprises: an affiliated subsystem of the network recieving login petition for two-side conversation capability from a user, assigning a two-side conversation sign to the user based on the business, and the two-side conversation is a conversation of one or more two-side information index used in a conversation continuous period; and a carrying control subsystem negotiating about the two-side conversation sign with the affiliated subsystem of the network, recieving the user information and the two-side conversation sign transmitted from the affiliated subsystem of the network, finding the corresponding IP, Edge and AN equipments based on the user's IP address and logic chain-route, and performing arrangement of the two-side conversation and distribution of resources according to the two-side conversation sign and absent priority of the user. Based on this invention, a QoS control of the access network is improved, further, this invention not only solves the problem of that service quality of the access network is not able to control but also provides an assurance for any rising access technology performing business to the user.
