When the ASN-policy and charging enforcement function confirms the set-up of the IP connection access network session, the method comprises the following steps: step a: the ASN-policy and charging enforcement function receives a request for joining the IP connection access network session from the policy distribution function, and then sends a request for judging whether to join the IP connection access network session to the authentication charging; step b: the ASN-policy and charging enforcement function executes the authorization strategy feedback from the authentication charging to confirm to join the IP connection access network session, completing the method.
