The method comprises: the control plane-related processing unit or the SCN interface adapter unit generates a SCN information package with higher priority, while the management plane-related processing unit or the MCN interface adapter unit generates a MCN information package with lower priority, for the SCN and the MCN information packages with the same target DCN interface, the route processing module transfers the SCN information package preferably according to the priority.
