The method is as follows: paclobutrazol powder is dissolved in the latent solvent, and triacontanol and water are added so as to obtain the A component; chitosan and water are added in an acidic latent solvent, thereby obtaining the B component; and proteolysis product is dissolved by water, and then urea, potash magnesium sulphate fertilizer and water are added so as to obtain the C component.
