The method can also determine the coding-quality level of the video data according to current network-signal state inorder to perform coding, wherein the network-signal state is proportional to the coding-quality level. The method controls the coding of the video data according to the bit error rate and / or the network-signal state which are the main factors causing drop call, and different bit error rates and / or network-signal states correspond to different coding-quality levels, while different coding-qualitylevels correspond to different amount of coded data.
