Abstract

The present invention provides a proportional fair dispatcher used in a base station, which is suitable for high shifting environment. The proportional fair dispatcher comprises a modifying factor estimator, a measuring calculator and a transmitting chance enduing machine, wherein the modifying factor estimator is used for aiming to every user equipment in a base station sever subdistrict to estimate a modifying factor aiming to the real-time transmitting rate of the next frame according to the statistical result of channel quality changes in the current frame; the measuring calculator is used for aiming to every user equipment in the base station sever subdistrict to calculate measurement based on real time transmitting speed rate of the user equipment, the estimated modifying factor and thuoughput aiming at history recorded by the user equipment; and the transmitting chance enduing machine is used for enduing transmitting chances of the next frame to the user equipment with the best measurement in all the user equipment. In addition, the present invention also provides a proportional fair dispatching method used in the base station.
