The system comprises a center monitor and a plurality of system units, each system unit comprises an energy storage tank, an electromagnetic brake, a speed-changing gearbox, a permanent magnetic motor, a converter, a breaker, a unit controller and the like, a rotor of the permanent magnetic motor is connected with the energystorage tank via the speed-changing gearbox and the electromagnetic brake, and a stator coil is connected with the power network via the converter and the breaker; monitoring ends of the energy storage tank, the electromagnetic brake, the speed-changing gearbox, the permanent magnetic motor, the converter and the breaker are all connected with the unit controller, and the unit controller is connected with the center monitor via a communication interface; and the energy storage tank can be provided with a plurality of vortex spring boxes which are mutually linked in series.
