The device comprises a container, a squeezing device upper layer and a squeezing device lower layer, wherein the squeezing device lower layer is fixed in the container; the squeezing device upper layer is arranged on the squeezing device lower layer; the squeezing device lower layer is provided with holes; the squeezing device upper layer is connected with a squeezing rod; and the squeezing rod is connected with a handle. A manufacturing process of the device comprises the following steps of: 1, manufacturing the container, wherein the internal diameter of the upper part of the container is greater than the internal diameter of the lower part of the container; 2, punching the holes on the squeezing device lower layer and placing the squeezing device lower layer in the container; 3, fixing the squeezing rod in the center of the squeezing device upper layer; and 4, fixing the handle at the upper end of the squeezing rod through a threaded structure. Compared with the prior art, the method has the advantages that: cleaning cloth is not required to be contacted in the cleaning cloth wringing process in the method using the structure, so that hands can be protected from being frostbitten; meanwhile, waste water which is obtained by wringing the cleaning cloth is stored and can be recycled to save resources.
