Abstract

The invention discloses a switching method and a switching system. The method includes that a source base station transmits opposite terminal base station information to a mobile management base entity, wherein the opposite terminal base station information is used for establishing X2 connection of the source base station with the mobile management base entity; the source base station receives an access control judgment result which is from the mobile management entity and corresponds to the opposite terminal base station information; and the source base station selects a target cell according to the access control judgment result and performs switching operation of user equipment for a target base station of the target cell.
