The paddle groups in a first phase area and a fourth phase area are positioned at the operating phase positions and are identical to supporting frame rods of the paddle groups in direction, the paddle groups rotating into a second phase area are positioned at the half-operating area and are perpendicular to the supporting frame rods of the paddle groups, and the blades are automatically parallel to and kept consistent with the wind direction when the paddle groups rotate into a third phase area. The rotating diameter of an impeller of the wind turbine is adjusted mechanically to enable the rotating speed of the wind turbine to be basically stable. The variable-paddle type vertical axis wind turbine has a safe, reliable and automatically-adjusted control device, so that the windward areas of the wind blades are automatically adjusted along with increase of the wind speed, and further the rotating speed of the wind turbine is kept constant and unchanged.
