The method comprises the following steps: a measurement controller monitors the WLAN signal state of a user terminal at regular time, wherein the signal state includes signal strength and transmission rate; according to the change condition of the signal state, the measurement controller judges whether to conduct active switching from the WLAN to the 3G; when the judgment result of the measurement controller is to execute the active switching from the WLAN to the 3G, an active switching command is sent to the HNB; and the HNB receives the active switching command so as to conduct active switching from the WLAN to the 3G.
