The intersection controller is used for collecting signal light information and a stop line position information for the red light phase position, and transmitting the collected information to the vehicles at the red light phase position when a traffic light is red. When an action of running the red light happens, the intersection controller can transmit early warning information to the vehicles at the green light phase position. The vehicle-mounted controller for the vehicles at the red light phase position is used for obtaining position information and speed information of the vehicles at the red light phase position, and receiving and processing the collected information. The vehicle-mounted controller for the vehicles at the green light phase position is used for receiving the early warning information.
