The television viewing rate assessment method based on the IPTV comprises the steps of performing meta index calculation, namely calculating acquired original television viewing data according to a preset index algorithm to obtain a plurality of television viewing meta indexes; performing dimensionless processing to the television viewing meta indexes to generate a plurality of normalized television viewing meta indexes; establishing a television viewing space, namely selecting the plurality of corresponding normalized television viewing meta indexes to establish a multidimensional television viewing space, wherein each normalized television viewing meta index represents one dimension of the television viewing space, and different television viewing behaviors are represented by television viewing spaces with different dimensions; and performing television viewing index calculation, namely calculating the television viewing indexes of the television viewing behaviors according to the television viewing space. Correspondingly, the invention further provides a television viewing rate assessment system based on the IPTV.
