The IPTV intermediary service platform includes a terminal management server, a service gateway and a payment gateway. The invention further discloses the on-demand method of the on-demand system. According to the invention, a new method of accessing IPTV service is realized by the on-demand technology, i.e., the mobile terminal is used to carry out the IPTV on-demand service, and multiple ways of paying of the IPTV on-demand service are provided by the payment gateway.
