According to the invention, a water inlet tank and a water distribution tank of the suspended ceramsite-active carbon double-layer filtering tank are respectively positioned above and below a up-flow suspended ceramsite-active carbon double-layer filtering tank body on a same side; a water outlet tank is positioned above the side opposite to the water distribution tank; the water distribution tank communicates with the lower end of the up-flow suspended ceramsite-active carbon double-layer filtering tank body through a water distribution hole; a water distribution zone, a gas-flushing gas distribution pipe, a membrane pore aeration pipe, a lower filtering mesh, a suspended ceramsite bed, a filtering plate, an active carbon bed, and a water outlet zone are sequentially arranged in the filtering tank body from bottom to top.
