The method comprises the steps that all REGs on a resource network are initialized to be of a PDCCH type; an interleaving address of PDCCH character set data is calculated and stored; a mapping address of a PCFICH is calculated and stored and the REG corresponding to the mapping address of the PCFICH is labeled to be of a non-PDCCH type; a mapping address of a PHICH is calculated and stored and the REG corresponding to the mapping address of the PHICH is labeled to be of a non-PDCCH type; the mapping type of each REG is read, and if the REG is judged to be of the PDCCH type, the mapping address of the PDCCH is calculated according to the stored address corresponding to the REG; the mapping address of the PDCCH is stored according to the interleaving address of the PDCCH; mapping is conducted on the stored mapping address and the control channel character set data.
