The method comprises: obtaining base station information and initial PCI information of all physical cells, and adjacency information among the physical cells; building a PCI planning model based on the base station information of the physical cells and the adjacency information among the physical cells, and forming the PCI planning model, wherein the constraint condition of the PCI planning model includes that the models 3 of adjacent physical cells are different, and an objective function of the PCI planning model includes a maximum PCI multiplexing distance function; using the initial PCI information of the physical cells as a variable of the PCI planning model, solving the PCI planning model, and obtaining the optimal PCI information of the physical cells; and allocating PCI for the physical cells according the optimal PCI information. By implementation of the method and the system in the invention, PCI conflicts are prevented, and the multiplexing distance of identical PCI is ensured to the largest, thereby further reducing the occurrence rate of the PCI conflicts.
