Provided are: a threshold value setting unit that sets, in accordance with the bit depth of image data, a threshold value for identifying characteristics of the surrounding pixels of a current block in an intra prediction process performed when encoding the image data; and a filtering unit that filters the surrounding pixels by using a filter appropriate for the characteristics of the surrounding pixels identified by utilizing the threshold value set by the threshold value setting unit.
