The system comprises a dry well (11) arranged in the upper region of the containment and wet wells (12) arranged in the lower region of the containment, wherein wet well water pools (120) filled with water are arranged in the lower parts of the wet wells (12), and wet well gas space (121) is formed in the upper parts of the wet well water pools (120), and a partition interface (13) in the middle position at the bottom of the dry well (11) sink to form a reactor pit (15); and a plurality of suppressing pipes (14), the inlet of each of which is located in the bottom position of the dry well (11) and the outlet of each of which is located in the bottom position of each of the wet well water pools (120), and the suppressing pipes (14) are located below the water surfaces of the wet well water pools (120).
