The method comprises following steps: determining multiple observation points and obtaining geodetic coordinate and real elevation of each observation point; obtaining the relative coordinate of each observation point through coordinate transformation according to the geodetic coordinate of each observation point; obtaining the speed of low-velocity layer and elevation of high-velocity layer top interface according to the relative coordinate of each observation point; obtaining under spall time from actual earth surface to the high-velocity layer top interface by calculating the speed of low-velocity layer and elevation of high-velocity layer top interface; replacing the actual low-velocity layer with replacement velocity, and keeping the under spall time unchanged, obtaining simulated terrain elevation of each observation point according to the under spall time, the elevation of the high-velocity layer top interface, and the replacement speed; performing smoothing to the simulated terrain elevation of each observation point to obtain sea-level elevation of the observation point relative to the simulated terrain floating reference surface.
