The method for determining the optimal intra-frame prediction mode comprises the following steps: determining a main sampling direction of a current PU (Prediction Unit) according to texture information of the current PU or an optimal intra-frame prediction mode of an upper layer PU; if the main sampling direction of the current PU is determined, performing sparse and dense sampling on an angle mode of the current PU according to a variable sampling step length strategy to obtain a sampling angle mode; if the main sampling direction of the current PU is not determined, performing uniform sampling on the angle mode of the current PU according to a uniform sampling step length strategy to obtain a sampling angle mode; processing the sampling angle mode to obtain a candidate angle mode; and constructing a candidate intra-frame prediction mode set including the candidate angle mode, and determining an intra-frame prediction mode with a minimum rate-distortion cost from the candidate intra-frame prediction mode set as the optimal intra-frame prediction mode.
