The method comprises the following steps of receiving a measurement report of user terminal equipment, and making a switching decision and determining a switched target cell according to the measurement report; sending a switching preparation request to a target cell base station to which the target cell belongs in order to enable the target cell to make the switching preparation; receiving a switching preparation completion response from the target cell base station and increasing downlink transmitting power of the target cell; and sending a switching command to the user terminal equipment with the target cell as a switching object and reducing the downlink transmitting power of a source cell in order to make the user terminal equipment access to the target cell randomly. Through adoption of the method for cell switching of the invention, when the terminal switches between the cells, the downlink transmitting power of the source cell is reduced and an overlapping coverage area between the cells is narrowed through increasing the downlink transmitting power of the target cell, so that the interference time is reduced, and the quick recovery of the overall rate is guaranteed when the terminal switches between the cells.
