The target device comprises a target disc, a measuring circuit and a ring report module; the target disc consists of an upper electric conducting layer, an insulation layer and a lower electric conducting layer; the surface of the upper electric conducting layer is divided into 10 concentrically embedded annular areas; the lower electric conducting layer is the same with the upper electric conducting layer in shape and size, but the surface of the lower electric conducting layer is integral; the measuring circuit comprises a direct-current power supply and a signal processing module; one pole of the direct-current power supply is connected with the lower electric conducting layer, and the other pole of the direct-current power supply is connected with the signal processing module; the 10 annular areas of the upper electric conducting layer are respectively connected with different input ports of the signal processing module through leads; and the signal processing module obtains and processes electric signals from the target disc, and outputs the processed signals to the ring report module.
