The manufacture method comprises mixing smashed small branches of cinnamomum camphora and other trees according to a proportion, and performing crushing and rubbing, so as to obtain the padding-material main materials; uniformly mixing the padding-material main materials with tea seed cake powder and the carbonized rice husks, and performing aerobic fermentation, so as to obtain the padding material for cattle pens. When liquid overflows during a process that the padding material is used for the first time, the padding material is taken out, cinnamomum camphora trimmed branches, tea seed cake powder and carbonized rice husks are added, fermentation and dewatering are performed according to the manufacture method, and the padding material can still be used after being used for two times.
