This invention discloses a method for biotechnology-based conversion of livestock and poultry manure into animal feed, belonging to the field of agricultural waste resource utilization. The method includes: solid-liquid separation and crushing of livestock and poultry manure, adjusting the moisture content to 65%~75%; applying a pulsed electric field to treat the manure, resulting in a microbial cell breakage rate ≥70% and a cellulose crystallinity reduction ≥15%; adding a complex enzyme preparation composed of laccase, manganese peroxidase, xylanase, and lysozyme for enzymatic hydrolysis; after cooling, inoculating a mixed flora of thermophilic Bacillus stearothermophilus and Kluyveromyces martensii acclimated with sodium acetate and phenol; conducting a two-stage fermentation, with an aerobic stage followed by closed, static fermentation; and finally, low-temperature vacuum drying and pulverization to obtain feed protein powder.
