The method comprises: target behavior data of a first user and a second user for video services are obtained, wherein the first user is the user with a target video service installed, the second user is the user with no target video service installed, the target video service is at least one among the video services, and the target behavior data are behavior data after pretreatment based on original behavior data; a total installation probability of the target video service by the second user is determined according to the target behavior data; and on the basis of the total installation probability, evaluation is carried out on the second user to obtain a potential user of the target video service.
