The device comprises an on-line detection point apparatus, a data processing center and three groups of upright columns; the on-line detection point apparatus includes an image detection module, a light compensation module, a transmission module, a photoelectric sensor, a train number recognition device, a power source control module and a wheel axle position sensor; the data processing center comprises an image processing module, a data processing module and a detection result display module; the three groups of upright columns are arranged equidistantly along a track; and the photoelectric sensor, the light compensation module and the image acquisition module are installed on the columns. The method comprises the following steps that: the image processing module simultaneously carries out pantograph wear detection and pantograph center line deviation detection on a pantograph image; and the data processing module processes the train information of a detected urban rail train, packs detection results and sends packed detection results to the detection result display module.
