The system comprises an open type variable pump, a filter, a hydraulic oil tank, an energy storage, a check valve, a shuttle valve, a pressure switch, an electromagnetic reversing valve, a constant-pressure reversing valve, a load-sensitive reversing valve, an execution mechanism 1 and an execution mechanism 2, wherein an oil outlet of the open type variable pump is respectively connected with an oil inlet of the check valve and an oil inlet of the load-sensitive reversing valve; an oil outlet of the check valve, the pressure switch, an oil inlet of the electromagnetic reversing valve, an oil inlet / oil outlet of the energy storage, and an oil inlet of the constant-pressure reversing valve are mutually connected; an oil outlet of the electromagnetic reversing valve and an oil outlet of the load-sensitive reversing valve are respectively connected with two inlets of the shuttle valve; an outlet of the shuttle valve is connected with a load feedback hole of the open type variable pump; an oil outlet of the constant-pressure reversing valve is connected with the execution mechanism 1; and another oil outlet of the load-sensitive reversing valve is connected with the execution mechanism 2.
