The method comprises the steps that a multi-cell / multicast coordination entity MCE establishes connection with each base station; the MCE allocates SC-PTM simulcast resource pools to cells corresponding to each base station; and the MCE sends list information of the SC-PTM simulcast resource pools to each base station, wherein the list information comprises cell identities, business types and corresponding relationships among identities of the SC-PTM simulcast resource pools and is used for indicating each base station to carry out resource scheduling on business of each cell according to the list information. The cells corresponding to different base stations can send MBMS (Multimedia Broadcast Multicast Service) business in an SC-PTM mode, the SC-PTM simulcast among the cross-base station cells is realized, and users are guaranteed to obtain diversity gain.
