A network service area is divided into flow messages of a fine granularity QoS management requirement and a class message of a coarse granularity QoS management requirement which can be automatically coordinated to share a bandwidth of a network outlet node, different types of queues are used for implementing message scheduling on different types of messages, and thus the QoS requirements of different granularities is achieved.
