The controller comprises a central control unit,a driving control module electrically connected with the central control unit, a laser control module and an information comparison module; the radar device comprises a positioning module and a frequency monitoring module, the positioning module is connected with the driving control module, the frequency monitoring module is connected with the information comparison module, and the frequency monitoring module is used for monitoring the vibration frequency of various types of winged insect wings; the laser transmitting unit comprises a laser head, the driving control module is connected with the driving unit, the laser control module is connected with the laser transmitting unit and controls the laser transmitting unit to transmit laser of different frequencies through the laser head, and the driving unit is connected with the laser head and drives the laser head to rotate.
