The method comprises the following steps: a sending end acquires a first ordering sequence, wherein the first ordering sequence represents the reliability ordering of N polarization channelsof the Polar code with code length as N, and the first ordering sequence is generated after adjusting the location of at least one first sequence number in a second ordering sequence or at least one second sequence number in the second ordering sequence; the second ordering sequence represents the reliability ordering of N polarization channels; if the reliability curve is formed according to natural ordering of the 0-th to the (N-1) the polarization channels, the reliability value of the polarization channel of the first sequence number is located at a valley point location of the curve, andthe reliability value of the polarization channel of the second sequence number is located at a peak point location of the curve; the sending end determines an information bit sequence number set according to the first ordering sequence, and performs Polar code encoding on the to-be-encoded bit according to the information bit sequence number set.
