The method comprises the following steps: after a measurement task is completed for the first time, recording, by a terminal,the current measurement cells as measured cells, and selecting N cells with the best signal quality from the measured cells to serve as tracking cells; tracking the timing deviations of the trackingcells to serve as the historical timing deviations of the tracking cells; in a non-first-time measurement task, estimating, by the terminal, the current timing deviations of the tracking cells; if thedifference values between the current timing deviations of the tracking cells and the historical timing deviations of the tracking cells are all less than a preset threshold value, selecting, by theterminal, a to-be-measured cell newly added by the present measurement task as the measurement cell for measurement; otherwise, selecting, by the terminal, all to-be-measured cells of the present measurement task as the measurement cells for measurement.
