The historical load switching data information of the grid load switching user is collected, a fairness factor of the load switching unit is calculated under the condition of consideration to the number of load switching times, time period and load switching duration, and the to-be-switched user group information is obtained according to an average user fairness difference minimum optimization model, thereby achieving the emergent load switching for the grid, and effectively improving the fairness of the load switching user for the emergent load switching operation of the grid.
