The turning-over device comprises a rack as well as a first turning-over roll, an adjusting roll and a second turning-over roll which are arranged on therack, wherein an included angle I between the first turning-over roll and the input direction of a substrate reaches 45 degrees, so that the substrate can be rotated counterclockwise or clockwise by90 degrees and the first turning-over operation can be achieved; the adjusting roll is parallel to the input direction of the substrate, so that the second turning over operation on the substrate canbe achieved; and an included angle II between the second turning-over roll and the input direction of the substrate reaches 45 degrees, so that the substrate can be rotated counterclockwise or clockwise by 90 degrees and the third turning-over operation can be achieved. Through the above turning-over device, the substrate can be automatically turned over under the action of the first turning-overroll, the second turning-over roll and the adjusting roll; each of the included angle I between the first turning-over roll and the input direction of the substrate as well as the included angle II between the second turning-over roll and the input direction of the substrate reaches 45 degrees, so that the original conveying direction of the substrate can be prevented from being influenced; and through the above process, the workload of operating personnel can be reduced and the turning-over precision can be improved.
